Climate controls out?

I have a 2002 Dodge Ram 1500 The A/C will only blow out thru the defrost vent or the floor. The controls will let me switch between the 2 however if I select the regular A/C vents it all gets sent out thru the floor vent. Is this a switch problem or a vacuum problem? How can I tell?
