hi, my 1994 honda civic wont start first time. put fuel pump on

yes, my husband told my daughter to turn it on and off about three time to let gas build up and then it usually starts sometimes longer

If you are having to do that, try replacing the fuel filter. Also, does the Check Engine Light consistently come on and go off, after 2 seconds, when the ignition switch is turned to ON (Position II)?
