Blower kicks on when turning key, before car is started

I have a 1996 Buick Regal Custom, V6 3.1 Liter, my problem is when i turn the ignition, before i get to a position where the lights on my HUD come on my blower for my AC kicks on. Is this caused by a short in one of my fan motors or could it be a possible fan or blower relay problem? This has been draining my battery for sometime, i have replaced the battery numerous times and have just replaced the Alternator as well, so i know those 2 are not the problem.

Check what voltage, and where?

Depending on where the vehicle has been during it's life, the after-blow enable bulletin may have been done. In southern climates, this feature is likely to have been opted for!! Is there a small sticker under the hood? About the size of a large postage stamp? That sticker may indicate that the bulletin has been performed for this vehicle.
Be advised: You may have a fan control relay that is stuck in the on position.
The ignition switch cannot inadvertantly short power to the fan motors.
If the condition were battery run-down occurs, you may want the after-blow feature disabled. But pin-point diagnosis should be done. A sticking relay can cause the same battery run-down. Let us know.
