91 Civic: Most common cause for inop fuel gage?

I just bought a very high mileage 91 Honda Civic and the only thing that really bothers me about it is the fuel gage not working. I generally understand how the system works, fuel sender sends "signal" to something which then in turn sends it to the gage. What is typically the failure point in the system, or is it an up-in-the-air issue, where any part is just as likely to fail as the others?
