1998 Accord Ignition Issue

Dear Wizard,

My 1998 Accord's horn is intermittent. If I depress the horn and slightly turn the wheel it will start to sound off. It sounds like it's shorting when I turn the wheel slightly to the right. If I remove my key from the ignition while dressing the horn (on the steering column) it will sound off when I remove the key completely.

Does an Accord ignition switch ground the steering wheel column so that the horn and possible the driver's airbag work?
