99Honda Accord EX sunvisor mirror lights not working

These vanity mirror lights don't work. The bulbs that look like glass fuses are good, but there is no power to them. The interior lights on the headliner between the mirror lights work, and I think they probably power the vanity lights as well.
Any suggestions?

Was the problem caused by a blown fuse in the under-hood fuse box?

UPDATE...I DISCOVERED THAT THE VANITY MIRROR LIGHTS WORK ONLY WHEN THE PARKING OR HEADLIGHTS ARE ON!!!
