99 honda civic not getting fuel problem

my 99 honda civic wit a single in it was running fine and one day went to go start it and it wouldnt start, found out it wasnt getting fuel, used a test light and found out tht the fuel pumps getting power so i put in a new fuel pump but still no start. the fuel pump relay started buzzing and making noise as well so we got a new relay and still not starting. and yes i checked fuses and all grounds and all is fine so if anyone has any idea or knows something i should do let me know, ur knowledge is hepful,

If the CEL stays on, when the ignition switch is turned to ON (Position II), the ECM may be bad. This could easily be the source of your problem.
