98 Accord EX will not start.

We bought a 98 Accord Ex for my son to drive to / from college. He called and said it woudl not start so my natural reaction was the battery. Replaced the battery and the car still will not start....it will not do anything: no dash lights, no dome lights, nothing. I thought it might be the starter but I don't think it is getting any juice at all. What other areas should I look in to ? Thanks.

Thank you for your advice and input. It was the 100 amp main fuse that had blown. I got the fuse replaced and all is good.
