97 F250 Powerstroke Block Heater

Does anyone know how to check if a block heater is working correctly? When plugged in it no longer seems to keep the block warm. Is this difficult to replace? Where can replacement parts be purchased other than the dealer? Any help would be appreciated. Thanks Mike
