97 accord wipers and starting have just quit

97 accord wipers and starting have just quit

my car was having a problem with the key if it wasn't in the ingnition just right the car would just shut off .What i need to know is it possible that since the wipers dont turn on but the car still turns over that its just a key switch problem?
