96 sonoma won't start

ok, I'm having a problem with my truck. Problem started like this: I put the key in, and cranked, but I released the crank before the engine started, and now none of the electrical things work when I out my key in, not even the dashboard lights up. All of a sudden, everything comes back to normal, and it works just fine. the thing is, the amount of time it takes for it to come back to normal is totally random.

Also, whenever I take the key off the ignition, I hear this clicking sound from undr the dash on the drivers side. I took apart the underside of the dash (where the OBD plug is at) and I found the culprit: it was a little motherboard-looking thingie witha a relay attached to it, and it was the relay that was clicking. Im almost sure the whole starting problem is related to this thing, but I have no idea where this thing goes to, what it is, or how to fix it. help would be much appreciated
