96 civic hatch w/ h22a4 ecu

I bought my 96 civic hatch with a 97 h22a4 swap and i been researching all about it, and recently I had a problem with my car shutting off and its been fixed the problem was a bad relay and it wouldnt make my car start, Now that its fixed my car is getting to much gas and it flooded itself some how, could it be that relay that caused that problem. also, I looked at the ecu because since the guy told me he had a jdm ecu in it and it redlines at 9000 that could be fatal, and come to find out its a p13 : 93-95 obd-1 prelude vtec
and not a h22a4 obd II, does anyone think i should change the ecu to h22a4 obd II instead of the one I have in now!!!
