91 honda civic wont start

Hi i own a 91 honda civic dx. It was my back up car and has been sitting for a year or so. I have been trying to get it started and it will run as long as its being sprayed with starting fluid. It just burns the starting fluid and once you stop spraying starting fluid it dies. I pulled the fuel lines going to and coming from the fuel filter. I turned on the key and no fuel would spray out so i assume that something is wrong with the fuel pump. Where is the fuel pump relay? and what else should i check?

1. Change fuel filter.
2. Replace main relay, which is located under the dash, where the driver's left knee hits the kick panel. Remove under-dash fuse box cover and lower dash panel for greater access. It's close to the hood release lever. Turn ignition on and off to hear it click.
3. Jump terminals 5 and 7 of the main relay connector and see if the fuel pump runs.

how do i jump the terminals to see if the fuel pump is working?

Attach two female connectors over the male main relay connectors. Connect female connectors with a test lead with alligator clips on the ends.

Did you turn the ignition switch to ON, after jumping terminals 5 and 7? If you did, and you didn't hear the fuel pump run, then follow the instructions in the link below:

New to the forum, but i'm running into a problem i curently have a 91 civic HB Dx, first of all i've been having a problem turning the car on in the mornings or when it has been runnig for a while, and trn off the car it will take a couple cranks in order to turn on, also when i take long trips my check engine light comes on after 20 minutes, and now i have recently chekd the ecu code and turns out it does this: the first two blinks are not long they are fairly short. blink (pause) blink (pause) then 16 quick blinks. what can this be i have no clue how to read the codes, or what it means. please i need some help so ican fix it as soon as possible beucase it is affecting my MPG.

16 blinks is the main relay...its located under the dash near the hood release button.... u can just solder all the joints on it and it should work i fine...i did it last week and dont get any error codes now
