90 Dodge Spirit Transmission

I have a 90 dodge spirit that will intermittently refuse to shift into final lock-up in third gear. I have found that by tapping the brake pedal, the transmission will shift in and out of lock-up nearly every time. Transmission has 15,000 miles on a complete rebuild. Any tips on this problem?
