91 accord will start dies when key releases

Have a 1991 accord, and dies when the key releases. I replaced the ignition switch and it's still doing the same thing. any ideas?

. Check all under-dash fuses with a test light or multimeter:

. Reset ECM, by pulling the 7.5A BACKUP fuse in the under-hood fuse box or by disconnecting the negative battery cable for 10 seconds.

. Perform tests, in Sections A and B, below:

. Clean main ECM ground, located on thermostat housing.
. Perform K-Test on ECM.
