1998 Honda Accord - Rebuilt ECM Reprogramming Reqs

The ECM in my 1998 Honda Accord 2.3L 4-cyl 4-dr EX has been diagnosed by my mechanic as needing to be replaced. The symptoms are warm engine stalling at lights, and engine hesitation at lights. Initially thought to be a bad fuel sensor, the problem has been worked to a 'replace ECM' code by the diagnostic equipment.

I can either replace the ECM from a wreck or have mine rebuilt. Replacing it from a wrecker, or even another rebuilt one, apparently requires the ECM to be taken to Honda for re-flashing/re-programming associated with the security key implementation system (SKIS). I've been told by the re-builders that they don't think re-flashing/re-programming will be necessary if they re-build my original ECM and its put back in the car. I'm trying to determine if anyone can confirm this. Has anyone put the original ECM back in their car after its been rebuilt and not had to re-flash/re-program ? Thank you.
