my 98 honda civic will not start

this vehicle has sat for the last 4+ years. It has been started periodically however it currently will not turn over. i have added sea foam to the gas tank along with 2 bottles of thermo heat as recommended by the fellows at napa. i changed the fuel filter, spark plugs wires etc. with no luck. i took the line off the top ofthe fuel filter and tried to start it and no gas came out of the filter?
