From afar, it's not real easy to access the situation. How many miles are on the car? Does it use oil? What's your opinion of the engine's overall condition? If engine compression is good and the engine has been reasonably well-maintained, you could consider:

. Changing the spark plugs (Motorcraft only).
. Replacing the oxygen sensor.
. Auto-RXing the engine if it's sludged up at all. Afterwards, switch to 5W-30 synthetic engine oil.
. Changing PCV Valve and cleaning hoses.
. Cleaning throttle body and IACV.
. Checking EGR Valve operation.
. Adding Chevron Techron to gas.
. Changing the catalytic converter--around $270, RockAuto.com

All of this can easily be done by a do-it-yourselfer.

Emission control tests are usually the best single indicator of the condition of a vehicle. As you can see, the numbers are not good. Before investing any more money in the car, assess if it's worth it. Maybe others will chime in with their thoughts.
