98 honda accord Shifter stuck

98 honda accord Shifter stuck

I have a 98 honda accord the shifter keeps getting stuck till the brake lamp turns on, not the round brake light but the red rectangular brake lamp under the trunk open light. I have to pump the brake pedal till the brake lamp turns on then i can shift. I been reading and in one of the articles said that there is a ignition problem and in another one i read that if there is a bad brake fuse. Any ideas why i can only shift when the brake lamp turns on.
