1992 civic wiper would not work

i have a 1992 honda civic the wiper would not work they do nothing i try all the postion on the switch nothing i check all the fuse and it all good what would be the frist step in fixing this and the heater dont work too but i want to fix the wiper frist any idea

could be the switch.

yeah but how do i know it not the motor could be that too anyone know of any way of testing the switch or is there a relay for the wiper motor any idea anyone
