1992 civic will not start

My 1992 Civic wont start I just bought a starter hoping that it would start but the engine wount even turn over, I cant jump it the only thing that will get it started is if I pop the clutch. can you guys help me out thanks

Sounds like ignition system ok. Still could be starter or wiring to starter.
Does it click? Is it binding? with starter out, you should be able to touch to motor and it will work or won't. The click or a test light will determine start wiring ok.
I doubt the crank is seized, or excessive resistance in engine?

I tested all fuses as well as checked the wires to see if there broke and everything is ok

Vehicle is in neutral or park? Could be at neutral switch, ignition switch, You will need a test light or meter to see where your are losing power. Also needs a good ground. Are headlights bright?or do you know battery voltage?

the battery is ok its running 12.23 volts

Do you know how to jump starter at solenoid? You may not have had a bad starter but bad wire or switch.
