1991 honda crx SI (surges)

Hello I am pretty new at this whole car thing but i recently bought a 1991 Honda Crx Si with a 1.6 DOHC ZC engine in it. The car starts just fine and also idles great, the only problem i have is when i step on the gas. The car wants to almost die and the tachometer goes all wacko like down to 0 and then back up to the regular rpm. The car does it in every single gear even in neutral. I was thinking that it could be the distributor but i am not exactly sure and don't want so spend 200 bucks quite yet. If I could get any input it would be greatly appreciated thanks

Replace the igniter. Here's what it looks like and costs:

Here's how to replace it:

Personally, I would replace the coil and rotor, as well, while you have the distributor open.
