1991 Honda Civic Wagon 1.5L

1991 Honda Civic Wagon 1.5L

I hope someone can help with this problem. My Civic will not start when the fuel pump stops running. If I crank it while the pump is running it starts fine but if I wait until the fuel pump stops it will not start. Also I noticed that I can unplug the top injector and the car still runs. If I unplug the lower injector the car stalls? Does that mean anything?
