Testing of the starter circuit is done by measuring maximum amperage draw on the POS cable going to the starter and by checking for voltage drop across a live circuit, not resistance measurements.

If you have full battery voltage at the starter HOT terminal and both POS and NEG cables are tight at BOTH ends and are in good condition, ie: no corrosion or internally broken wire strands, but the starter won't spin, you probably need a starter.
