1976 Dodge 2 ton truck

When any lights on the vehicle are activated (including brake lights) the fuel gauge reads full tank of fuel. No other gauges react. I have no electrical wiring diagram and suspect a voltage regulator for instrumentation (not the regulator associated with the alternator) may be villain but am guessing that there is one. Any clues, please.
