1971 Chevrolet MH Fuel Gauge

My gauge would never move, so I bought a new one. It does exactly thesame as old one.They show full without the sending unit connected and both go to empty if it is connected. These are 0-90 Ohms gauges and the Ohm resistance reading from the sending unit reads 80 with 40+ gals in a 50 gallon tank. Help!
