I am working on a 02 accent that the heater stopped blowing air. I have replace the switch, fan motor, and the heater resister. What else could it be?

Are you getting power to the blower. Possibly faulty Blower relay. Check all the fuses and fusible links with a test lamp or meter.

yes I am getting power to the blower motor and power to the resistor. When I turn the heat on I am getting power to the resistor and it increases as I turn up the heater switch. Now when I checked the power at the fan motor I got power when I turned it on but the power did not increase as I turned the heater switch up. This is why I thought it was the resistor but it still does not work with the new resistor. I found a relay or fuse under the hood but I don't know how to test it or if I would have power if it was faulty.

With A/C or Heat on, full battery voltage is provided to the motor. The speed changes come from voltage drop across the resistor. On High, you have a direct path to ground to operate the fan at full speed.
