Is there a Blue-Print to start an Insurance company?

There is a need that Insurance companies are not meeting. I would like to start an Insurance company that would fill this need. How do I start an insurance company?

The first thing you need to do is talk to your state insurance department about capitalization issues. Once you satisfy your states requirements you can develop marketing and operation plans.
