YOu will be providing a service and going onto others premises, naturally you need liability insurance and some of your customers may require proof of such insurance. The way to find out is to ask or look at the contract between you and your customer. You may write the contract spelling out the particulars such as dates, time of service, what's to be done, the cost of your services, whether or not you will have insurance, etc. By the way, never would I enter a bank for example, run the risk of damaging the carpet by an accident that may be your fault or one of your employees fault and not have liability insurance. Florida may require you have workers compensation insurance depending on the law in FL. Some states do not require workers comp insurance if, for example, you have 3 or fewer employees. You will hear the word bond or bonded. In FL as is most others states, there is no law that I am aware of that requires a fidelity bond, however, there is a special kind of bond that is generally available for services such as you intend to provide that would offer some coverage but only if your employees were convicted in a court of law of a dishonest act that caused you or your customers a financial loss.
Some of your customers may want proof of a "bond" as I described. As to licensing, since you will be in Orlando, check with the City about the requirements for a license to do business in the City. Might want to check with the State of FL to see if they require a license and the County also and if you plan to work in other cities, counties, you may need a license there also. You can operate several different ways an each type of business has both tax and legal implications, so you may want to visit an attorney and perhpas a CPA or accountant for advice. Your business can be a big or as small as you want to be but most cleaning businesses are "Mom and Pop" kind of operations with just a few national companies that have operations in several states. Hope this info helps you and let me add that you will want to visit an insurance agent to discuss you needs also.
