Pool Hall

Hello experts,

I'm about to start my own bar & pool hall business. I've found this existing bar & restaurant & it's seemed relevant for what I've aimed for. But there is one problem. The bar area is not big enough to put any pool tables. This place also comes with a four-bedrooms apartment on top of the bar. I'm thinking I can do some works and remodel the top and turn that into a pool hall. I wonder if I needed to get approval from the city to do this or once I purchased the place, I could do whatever I want? Please help! Need answer ASAP. :-/
