My guess: walking on gold refers to the streets of gold in the New Jerusalem in the Apocalypse of St. John (or Book of Revelation, if you prefer the Protestant name), and walking on water refers to Christ walking on water in the gospels and calling St. Peter to do the same. So the phrase could mean, are you "born again" in the Evangelical Protestant sense ... in which case you are commissioned to do great things here on earth and in heaven. In the gospels, St. Peter fails and goes under, so this may also be a reference to strong faith: it was St Peter's doubt that led to his failure. So the phrase is a statement about strong faith and salvation.
