Bayliner Davit hard to rotate

On my 1995 Bayliner Pilot House boat is a davit that will lift the dingy. The capacity of the davit is 750 lb. with a 3000 lb. capacity rule winch. The davit arm swings out to allow the dingy to be launched. This is very sticky and is difficult to swing out, especially under load. How can I free this up.
