Strange red thing

Okay, for about a year I have had this tiny clump of little pink things on my lower right thigh, it looks kinda like a really small hicky (although it is definitely not a hicky) and is smaller than a dime. I thought it was just a scar or something and didn't think much of it, but two days ago i was in the sun and noticed it got larger and redder, almost doubling in area and color, and kind of felt sore when I touched it. Then when I woke up the next morning it had returned to its normal size, but I noticed rubbing or excessive touching will make it flare up again. It isn't swollen or a lump, if I look closely its just a few little splotches of like blood underneith my skin. It doesn't pop out at all though, just is a flat discoloration kind of like a bruise. My friends were looking at it and none of them have ever seen anything like it, and neither have I. Any ideas on what this could be?

From your description, it sounds like a rash that's called Purpura. It often presents as 'bruising easily'. Purpuric bruising is the presence of blood under the skin, and is difficult to age from its color. You should see a doctor so that he/she can determine your skin condition and give the best treatment for your condition.
