how to get rid of scars?

i have a very big problem with the scars on my legs.. actually the main reason of those r the ingrown hairs... which stay deep in my skin and look black i try to pull them out but so many times i cant..so all these make scars.. awful!! im so depressed ..no way to wear skirt or shorts..please help me...!!
