frozen bank account

currently in dispute with the royal bank of scotland over £305 in bank charges ,this has dragged on for some 12 months , about 4 months ago they took £800 from my account and put it in an account i have no access to further to this they have now frozen my acount with £1200 IN it . so in effect they have £2000 of mine for alleged debts of £305 .is it legal in scotland to do this ? any help would be greatly appreciated as they have totally messed up my xmas !!!!!!!!!
