Can a collection company levi my bank account for a credit card debt?

Sure, but they must first obtain a judgement in most juridictions.

sure they can but they have to take you to court and get a judgement and if they got a judgement they would have to find your checking, savings account. Try working out a payment agreement but only if it is WRITING.
