Unfreezing frozen bank accounts

I am going through a debt negiotation service to avoid bankrupcy. I have been in this program for about two years now, and have settled all but two of my accounts. My checking and two savings accounts were frozen friday. One account has child support going into it and one is my daughter's savings account. What are the steps that I must take to unfreeze the accounts and how can I set up new accounts that cannot be frozen (ie, trust, mutual accounts, etc) or should I go to a cash only system until this matter is resolved?
