which state law?

If somebody has a lot of credit card debt that occured while living in State A (Florida), then he moves to State B (California), would a creditor have to sue in State A or State B ?

And assuming the creditor wins a judgement would the wage garnishment laws of State A or State B apply?

It would be the state they are living in. If you are doing a bankruptcy, you have to live in your new state a certain amount of time before you can file in that state. * I think it is 3 months, but someone told me it was changing to 6 months
