Payment of debt / frozen account

Hi,

Is it best for me to work a payment plan with the collection agency? They say I will pay monthly the balance from the frozen account and the total that I owe. I am not sure if this is the best way to do this. What do I need to get from them? I don't want this to continue in the future if I pay everything.

Please advise....
