Freezing Bank Accounts

Hello,

When freezing a bank acount is it legal to freeze joint bank accounts in NY State?

what are my options as far as opening another chkn acct at a bank when i have in the past paid my debtor with a Bank A whom they may have available information and sieze or soon freeze. Can I go and Open another Acct so that i can pay my bills on line and continue my regular debit card transactions. I owe money to a Car dealer it is a small enough amount to pay but they wont work with me can I get an atty? what kind of atty do i call?
