council tax dept 10 year old

Today i have just recieved a post card hand delivered to my home saying an officer called on 08/03/07. then again on 08/11/07 (today) stateing this matter is very serious please contact the recovery office so i phoned them, i spoke to a male with an attatude problem from north tyneside council saying we owed them money from an address we lived at 10 years ago where do i stand with this dept because of the limatation law? can you help me please? chris
