claiming bankrupcy in another country

Hi. My question is...This is on behalf of my brother whom we are very worried about.
I have a firm in Gibraltar which is 85 k in debt. My personal bank accounts are also in red.
Very depressed. Now at risk of losing my flat as unable to pay rent.
Family lives in England. They want me to come to England. Can i claim bankrupcy when I get to England or do I have to do it from Gibraltar.
Thankyou.
