can I file chapter 7 as a power of attorney

I am POA for my father he almost died in feb 06. He is in a board and care and the costs are too much to pay any of his credit card debit. He only owns a car and has a pension and social security that totals 3400.00 mth. he owes about 28k in credit cards. We're about 3mth behind in payments. Is chapter 7 the best and can I file as a poa and what would the cost be. I am afraid they're going to levy his bank account. Can they levy social security and or pension he only has about 1k plus mth deposits which pay for his care each mth.

Is there a reason he can not sign the paper work his self ??

You can of course file for him. But I would discuss with an attorney if it is even needed. If you moved his money from the bank I don't beleive there is much they can do. But I would go and seriously talk with an attorney if you need to go to this expense.
