Canadian Collection agecy threatening to wages my American wages.

I am a Canadian living in Seattle in a green card.
Due to some health issues and medical expenses I stopped paying on my Canadian and Ontario student loans so i could pay off my American debt.
I just got a collection letter from Nordon Collection Network
threatening to have their Ontario lawyers contract with lawyers in Olympia Wa
to pursue legal action including wage garnishment.under Washington State tort jurisdiction.

Can they do this?
And if they can how can I stop them?
I am 2 years (under candaian law) away from being allow file Bk for my Canadian Student loans.
