can mon file bk and not hurt father

My mother is 84 and has around 60,000 in credit card debt she has used every drop of her savings paying on the debt now her monthly in come of around
$765.00 per month (part soc. sec and part a small pension ) will not cover even half the payments. I think she needs to file bankrupcy. My parents live in Colorado and I am wondering if this will effect my father. He also gets a pension and with his soc. sec. together around $2,000 per month he pays all the bills. He is not on the credit cards and really does not know she has more then two. She owns half the house and my sister the other half, they have lived in the house for 57 years, it is payed off. It and his savings are all they have, should they get ill. Mom can hardly walk and has been mentally confused and forgetful.
1. Can they garnish her pension from the CF@I steel Mill ?
2. Can they garnish his pension also from the CF@I steel mill ?
3. He has a small savings $20,000 can they take this?
4. Can they take the house worth $70,000 to $80,000? or just put a lean on it tell they die?
5.They file income tax together does that make a difference.
Mom is not bad just wants to do every thing for every one, put phone bills, utilities for other buys food cloths cash advances to sent money to all the charities and ministers that send stuff asking for help but other poor people they live across from low income housing. I think it is a real mental problem she has had her whole life and it got worse as she got older.
She is scared to hurt and /or kill my father if he they take the house or his income..
