bankruptcy and death

Several homes in town are vacant . The owner owed several yrs back taxes. They could not be collected because he filed for bankruptcy. The man is now deceaced . If the county auctions the property will it be free of other liens other than the city liens for code enforcement? Does his wife have rights to sell the property before it goes to auction where i could get 1st shot at it?
