Positive Pay

I am researching positive pay. I am looking for any information concerning regulation of positive pay. The one question I an answer to has to be from a reputiable source (ABA, UCC, etc.).

Is there a certain file format that all banks use for positive pay?

I need to document this answer so I need a source that is concrete. Would someone please supply me with a governing body that describes this.
