how can a non us resident open a bank account and get a tax id #

Since 9/11, all banks won't let you open an account with them if you do not have proof of legal status and tax ID or SSN.

If you hold non-immigrant visa such as H-1B or J-1, you are eligible to obtain SSN and open a bank account.

If you hold student visa, you can open a bank account without SSN.

If you enter US with visitor's visa, you are ineligible to open a bank account or obtain tax ID.
