Lien account bu bank

During checking of of my bank statement I am very much surprised when I discover that my closing balance is Rs.4,797.35 (as on 26-6-06) and my operative Balance is Rs.3,656.09 and Rs. 1141.26 LIEN MARKED AGST CR CARD DUE
In this regard I would like to assure you that I am not holding any types of Credit Card from nither any bank nor any financial organisations in this Universe .
My question is-
1. Can any operation can be done of my SB account without my instruction/permission.
2. A part of my deposited amount can marked as lien without my concern.
3. How many days can bank marked as lien account with out any justification.
