There must be a good reason for the bank to freeze your account. Only the bank can do that on herself, if you are behind on paying your dues, or if the tax man has an outstanding claim with you.
Although this is rather an unpleasant situation, why don't you go to your bank, and ask them who is behind this freezing of your account. Once you know that, just contact that person or institution, and make arrangements. If you be helpful in this process, your account can be made available again within a couple of days. If you don't, it can take months.
So the solution to your problem is in your own hands. Sort it out, as soon as possible.
.
Be aware that you are actually and deliberately defrauding paypal by using that system, while you know your bank account is frozen. Another possible reason for your bank (as soon as they hear that you do that) not to be helpful in restoring your account.
.
If you are employed all your pay cheques will end up on your frozen account.
If you are on welfare the same will (soon) happen with that money also.
So follow my advice and start sorting your problems out in a decent way.

.
Success!

it may well be that the bank is "paying" them but will be adding over draft fees each an every time you do this. So if the freeze takes the money you may end up owing 100's or 1000's to the bank for money you got and for fee's.

People who write checks on a frozen account often find the same thing happens

Do you maintain a balance with Paypal? They may be deducting from that balance. But if they are processing payments and can't get the money from your bank acct you may have fees being charged against you.

It is very possible that the Paypal transactions are being run as credit card transactions. Those will typically take longer to post against your account than a "debit" transaction. It may also explain why you do not "see" the transactions when viewing your statement.
